California launched its E-Bike Incentive Project in December 2024, offering vouchers worth up to $2,000 to eligible residents for purchasing electric bicycles as part of the state's initiative to promote zero-emissions transportation.

The California Air Resources Board program aims to make e-bikes more accessible to residents with lower incomes. The first application window opened on Dec. 18 at 6 p.m. PST, and 1,500 vouchers were available on a first-come, first-served basis.

Priority applicants with annual household incomes below 225% of the federal poverty level, which is $33,885 for an individual, qualify for the maximum $2,000 voucher. Those earning less than 300% of the federal poverty level, or $45,180, are eligible for a base incentive voucher of $1,750.

Residents living in disadvantaged or low-income communities, as defined by the California Office of Environmental Health Hazard Assessment and CARB, also receive priority status in the application process.

The program has partnered with more than 20 community organizations to assist with outreach and application support. Transportation experts note that electric bikes provide a more environmentally friendly alternative to vehicles while offering commuters exercise benefits and an extended travel range compared to traditional bicycles.

Applications are available online in English and Spanish. Residents requesting paper applications or materials in other languages can email their name, address, and preferred language to [email protected]. Paper applications had to be submitted between Dec. 18 and Jan. 1, 2025, with submission dates determined by mail postmark or email timestamp.

The review process may extend up to 60 days after application submission. Approved applicants must complete a mandatory rider safety video before receiving their voucher. These vouchers cannot be applied retroactively and must be used within 45 days of approval, though a one-time 45-day extension may be granted if the desired e-bike is unavailable.

Eligible e-bikes must have motors of 750 watts or less. According to Consumer Reports, e-bike prices typically range from $600 to $4,000, with average costs around $2,000. The vouchers can be used at approved retailers for both the e-bike purchase and related accessories, including helmets, locks, racks, baskets, fenders, mirrors, reflective clothing, lights, and assembly and delivery fees.

CARB officials emphasize that accessories must be purchased simultaneously with the e-bike redemption, as the voucher cannot be used for separate accessory purchases later. The program website indicates that waiting lists will only be created if new funding is expected to become available shortly after current funds are depleted.

For residents unable to apply during the initial window, the program plans to open new application periods every three to four months. Future application window information will be announced on the program website.

Residents can visit ebikeincentives.org to verify eligibility and access the complete list of qualified e-bikes. The program administrators encourage potential applicants with additional questions to email them at [email protected].
